   3. Synopsis: Server log, error level
      At server before starting the OS provisioning job, it checks for the syncing of mom hook files are done. If not, it creates a timed task to check again.
      If the server fails to set a time task for is_hooks_sync_done function, then it will record above log message and the job will be requeued
