Can't run PTL tests with non-root user

Description

With PP-741, there was a slight behavior change in PTL: it now submits jobs from test users' home directories as opposed to /tmp. While this behavior is indeed desired for a number of reasons, a consequence of it is that if a system is configured to restrict access to users' home directories, PTL tests error out as the test users' home directories are inaccessible.

One of the solutions for this could be to modify the functionality of "pbs_config --make-ug" to create test users with transparent home directories (permissions 0755), regardless of the system's umask for home directories.
