PBS does not check for limits.pbs_comm file

Hello,

Looking at the init.d/pbs file, there is no sentence for parsing the limits.pbs_comm. It is available for other daemons.

[Note: severity set to high because some sites shoot themselves in the foot and cause hard to debug problems because of this]

[Note2: I would ask Subhasis and ship a default limits.pbs_comm, BTW, setting the stacksize and memory limits high enough, the file descriptor limit to 16384 (or whatever he deems appropriate), and the coredumpsize limit to unlimited. Otherwise we'd give the customers a supported means of not shooting themselves in the foot, but we wouldn't take the gun away.]
