Allow pbs daemons to fork and go to background even when compiled with -DDEBUG enabled

Acceptance Criteria

When compiled with -DDEBUG, pbs daemons do not fork and go to background. The reasoning is that it then allows one to monitor the trace messages it outputs onto stdout (console). However this prevents it from being started via the system service managers. Since an explicit -N option exists to disallow going to the background, we could enhance PBS to redirect stdout to a output file but fork to the background.
