Incorrect node creation when multiple servers are passed under -p

Description

pbs_benchpress -f <test file> -p servers=server1:server2:server3

In a peer scheduling PTL test, creating node at a peer server from within another peer server causes unexpected behavior. The node is created as if the peer server was the MoM, leading it to be in a "unknown/down" state

ssh server1 /opt/pbs/bin/qmgr -c 'create node server2' creates a node as follows
